A water softener and a whole-house filter get treated like rivals, and that is where most of the confusion starts. They solve different problems. A softener pulls out the calcium and magnesium that make water hard, the minerals that scale your pipes, spot your glassware, and wear out your water heater. A whole-house filter reduces the chlorine, chloramine, and other contaminants that affect how your water tastes, smells, and reads at every tap.
So the short version: if your problem is scale and crusty fixtures, you want a softener. If your problem is taste, smell, or contaminants, you want a filter. If you have both, which is common on hard municipal water, you want both, and a combined system is usually the cleaner buy than two separate ones. The only way to know for certain is a water test, because the symptom narrows it down but the test settles it.

Choose a softener if
Your fixtures crust with white scale, soap will not lather, glasses come out spotty, and your skin feels filmy after a shower. Your problem is minerals, not taste.
Choose a filter if
Your water smells like a pool, tastes off, or you are on city water and want to cut chlorine, chloramine, and common contaminants. Your problem is what is dissolved in the water, not scale.
Choose both if
You have hard water and a taste or contaminant concern at the same time, which is common on hard municipal supplies. One combined system handles both in a single install.
What a water softener does
Hard water is water carrying dissolved calcium and magnesium. Those minerals are what leave chalky scale on faucets, cloud your glassware, build up inside your water heater, and leave laundry stiff. A softener removes them through ion exchange: water passes through a resin bed that swaps the calcium and magnesium for a small amount of sodium, and the result is water that lathers, rinses clean, and stops depositing scale.

A pool smell or off taste says chlorine or chloramine. Staining, a rotten-egg odor, or a private well point to problems a standard softener or carbon filter will not fully solve on their own.
Before you buy, test your water. On city water, your utility’s annual water-quality report is a starting point; on a well, a lab test is the only way to know. A test also flags the specific problems, like iron, a sulfur smell, or staining, that need more than a softener or a carbon filter.

Does a water softener remove chlorine?
No. A softener swaps out the calcium and magnesium that make water hard. It does not reduce chlorine, chloramine, or the taste and odor that come with them. That is what a carbon filter is for.
Does a whole-house filter soften water?
